When Your Taiwan ARC Needs Updating: Renewal, Moves and Travel

Can you stay until the expiry date printed on your Alien Resident Certificate (ARC) if the job, course or family relationship supporting it ends sooner? Immigration Act Article 31 requires the National Immigration Agency (NIA) to revoke residence permission and cancel the card when the reason for residence disappears, subject to the statutory grounds on which NIA may approve continued residence.

The date of that change can trigger an application well before the card expires. Keep the notice recording it. An employment termination notice, graduation record or family-status document helps establish what happened and when; a new lease records a move. NIA's residence guide requires evidence suited to the extension or change requested.

The filing date depends on what changed

SituationApplication period
Ordinary ARC renewalDuring the three months before residence expires, with the application filed before the current permission ends.
Change of residence address or place of employmentWithin 30 days counted from the day after the change.
Change of residence reason qualifying under Immigration Act Article 23-1Application to NIA within 30 days from the event date.
Change of residence reason outside Article 23-1The residence regulations prescribe a new resident-visa application to BOCA within 15 days from the event, followed by the NIA residence application.

Immigration Act Article 31 governs address and workplace registration; Articles 7 and 9 of the residence regulations govern changes of residence reason and extensions. Address changes are counted from the following day, while the regulations count a change of residence reason from the event date.

Some programs allow an earlier renewal application. A qualifying entrepreneur ARC extension for a continuing Taiwan business can be filed during the four months before expiry. The separate continued-residence route after that business ceases has a three-month advance window. Gold Card renewal opens four months before expiry.

Renewal while the job, course or family basis continues

An ordinary extension requires the form, passport, existing ARC, photograph and current evidence of the reason for residence. NIA's guide calls for employment, study or family documents as appropriate, plus new address evidence if you have moved.

The supporting documents need to cover the requested period. An employment-based extension depends on the relevant employment permission, while a student's enrollment records support the study period sought. Obtaining those records in advance leaves time to address an expiring work approval or incomplete enrollment evidence before the ARC application is due.

Mandarin-study extensions are more limited. Under the NIA student guide, each extension follows the enrollment evidence and is capped at six months. The combined stay and residence period is generally limited to two years.

Standard extension fees are NT$1,000 per year of approved validity; a shorter period is charged as one year under Article 3 of the immigration permit fee standards. The residence category determines the period NIA may approve. Paying for a longer period does not create an entitlement to it.

Already past expiry? Contact NIA immediately. Article 31 allows a limited reapplication after a penalty when the overstay is less than 30 days and the original residence reason continues. That provision leaves the original expiry date unchanged; it is not an ordinary grace period.

A move or a new employer

A move requires new address evidence and NIA registration within the 30-day period. Updating a bank, university or employer's records does not complete the immigration registration required by Article 31. Keep the dated submission record.

For a new employer or an additional job, Employment Service Act Article 53 sets requirements that differ by worker category. The new work must be covered by the applicable permit or exemption before it begins. An NIA address or workplace update does not itself authorize that employment.

When the original reason for residence ends

After graduation, termination of employment or a family-status change, an ARC holder may apply for a new residence basis under Immigration Act Article 23-1 only in the situations that provision lists.

Continued residence may also be available under Article 31, including specified circumstances involving a deceased family sponsor, domestic violence, children in Taiwan, labor litigation or an occupational injury. Each ground has its own conditions, so a divorce or employment dispute alone does not establish either a right to remain or an inevitable obligation to leave.

Qualifying professionals can seek the extension in Foreign Professionals Act Article 17. If approved, it runs for six months from the day after the original ARC or Gold Card expires. One further extension is available, up to a total of one year. Apply before expiry. Graduates have a different extension framework under Article 11 of the residence regulations, with eligibility tied to the completed program; the professional timetable does not apply to every student.

An initial email to Hovering International Law Firm at wei@hoveringlaw.com.tw about an employment or family dispute affecting residence should state the event and relevant dates. Leave passport numbers and original identity documents out of that message.

Passport updates and replacement cards

A renewed passport requires a corresponding update to NIA's records, as its passport-renewal FAQ explains. For a data change, NIA's checklist requires the application, photograph, passport and evidence of the change. Keeping the old passport or a copy helps connect the old and new records.

NIA's guide lists the damaged card, a loss declaration, a police report or other evidence as appropriate when an ARC is lost or damaged. Article 7 of the fee standards sets the standard replacement fee at NT$500. Replacing the card does not extend residence.

Loss abroad also affects the return journey. Before attempting to travel back, contact NIA and the relevant Taiwan overseas mission with your passport details, an ARC copy if available, and intended return date. They can identify which document your circumstances require.

Travel before the new card arrives

Re-entry requires valid permission under Immigration Act Article 34. Article 20 of the residence regulations ties that permission to the ARC's validity period and cancels it when the ARC is canceled. The permission recorded with the card therefore needs to cover the intended return date, along with the passport and residence status.

Before departing while a renewal or replacement is pending, obtain NIA's instructions for the actual journey. An application receipt should not be assumed to replace the required travel documents, particularly when the new card will not be ready before you leave.

Initial applications are covered in first ARC steps; a new residence purpose is covered in the work, study and family comparison. Permanent residence has its own requirements, addressed in APRC applications. For an upcoming trip, the immediate issue remains whether the documents you will carry cover the date you plan to return.

Frequently Asked Questions

How early can I renew my ARC?
The general extension window opens three months before authorized residence expires. Gold Card renewal and qualifying entrepreneur ARC extensions for a continuing Taiwan business have separate four-month windows. These are advance filing periods, not grace periods after expiry.
When must I report a move or a change in workplace?
NIA registration is due within 30 days counted from the day after the change. A new employer may also require work authorization, and a change in the basis for residence may require a separate application. Updating the address or workplace record does not complete those procedures.
Can I return to Taiwan with an ARC renewal receipt?
A receipt should not be assumed to replace the required travel documents. Before departure, ask NIA what document covers your return if the renewed card is still pending. Your passport, residence status and re-entry permission must cover the journey.
