Prosecutors in Penghu sought court approval to detain three men suspected of using other people's electronic invoice information to claim receipt-lottery prizes, Focus Taiwan reported on October 20, 2026. No conviction was reported. Officials also said they had found no evidence that the electronic invoice system had been hacked.
Under Taiwan's Uniform Invoice Award Regulations, a passport can establish identity at the counter. Residence certificates are also recognized. The invoice itself must qualify. A business-buyer invoice, or one used for a tourist VAT-refund application, is excluded from the prize scheme.
The documents at the payment counter
Under Article 9 of the Uniform Invoice Award Regulations, a person claiming at a payment counter must present identification and the winning invoice receipt, electronic invoice certification copy, or qualifying utility prize slip. The claimant also completes a receipt for the prize payment.
Article 10 requires the paying institution to verify the winning number and identification. Its record includes the claimant's national ID, passport or residence-certificate number. For an electronic invoice, the institution must also check the letter prefix, and it must compare the claim with the winning-invoice database. A winning number shown in a text message or screenshot therefore does not, on its own, meet the documentary requirements.
Those checks apply even when a printed copy looks authentic. PTS's October 20 report describes investigators examining how the suspects obtained information used to print invoice certification copies. Being able to produce such a printout does not, by itself, give anyone a right to the prize.
Personal purchases, company purchases and tourist refunds
Invoices with a business entity as buyer are excluded under Article 11. For an employee buying equipment for a foreign-invested Taiwan company, the buyer named in the transaction matters. Holding the receipt personally does not turn a business-buyer invoice into an eligible personal one.
The same article excludes invoices used to apply for a VAT refund under Taiwan's foreign-traveler shopping-refund rules. This does not disqualify every foreign shopper. The exclusion concerns the invoice associated with that refund application. A visitor's ordinary purchase and a purchase submitted for the tourist refund cannot be treated as interchangeable for prize purposes.
Other exclusions include void invoices, altered buyer details and claims made after the permitted period. A matching lottery number alone does not override them.
Direct payment has its own conditions
Article 8 allows foreign holders of residence certificates to receive cloud-invoice prizes directly through the specified payment procedures, after applicable tax deductions. One route requires personal identification and the designated account or payment details to have been supplied in the prescribed way before the draw. Another uses the Ministry of Finance's mobile application to claim before the deadline.
Someone unable to use those procedures, or who has not used them, claims at the counter with the electronic invoice certification copy. A qualifying utility prize slip is another permitted document for utility invoices. The regulation sets a three-month claim period beginning on the sixth day of the month after the draw, with claims subject to the paying institution's announced methods and business hours.
Payment does not prevent recovery. Article 15 requires the competent tax authority to recover prizes obtained improperly and, after obtaining relevant evidence of illegality, refer the matter to judicial authorities. That recovery rule does not determine the suspects' guilt in the Penghu investigation.

Frequently Asked Questions
- Can a foreign resident claim a Taiwan invoice lottery prize?
- The Uniform Invoice Award Regulations provide for foreign claimants. Article 10 expressly includes passport and residence-certificate numbers in counter verification. Article 8 permits qualifying foreign residence-certificate holders to receive eligible cloud-invoice prizes through its direct-payment procedures. The invoice itself must also qualify.
- Can an employee claim a prize on an invoice issued to the company?
- Article 11 excludes invoices whose buyer is a business entity. An employee's possession of the receipt does not remove that exclusion.
- Does a foreign-tourist VAT refund affect prize eligibility?
- Yes. Article 11 excludes an invoice used to apply for a refund under the rules for eligible goods purchased by foreign travelers. That is an exclusion linked to the refund application, not a general ban on foreign nationals claiming prizes.
